摘要
学界业界关于电子文件单轨制的理论研究和实践经验已取得了一定成果,但对电子文件单轨制的实施现状及实际运行过程中出现的问题进行深入研究的成果仍显不足。为更好地把脉我国电子文件单轨制发展现状,以工程项目为研究对象,选取4家中央企业所属的256家承担工程建设项目的下属企业围绕工程项目电子文件单轨制问题开展问卷调查,并针对部分企业进行深入考察。通过研究一手调查数据归纳总结我国工程项目电子文件单轨制的实施现状,发现工程项目实施电子文件单轨制具有一定的实现基础和现实需求,但在观念、制度、管理方式、系统功能、机构与人员设置、资金投入等方面普遍存在不足。针对这些问题,需要从观念、标准制度、管理模式、技术四个维度进行转变。
At present,the theoretical research and practical experience of single-track system of electronic records have achieved some results,but the results of in-depth theoretical research on the implementation status and the problems arising in the actual operation process are still insufficient.Therefore,in order to better understand the current development status of single-track system in China,the authors took construction projects as the research object,and selected 256 subordinate enterprises undertaking construction projects of 4 state-owned enterprises to carry out a questionnaire survey on the issue of electronic records single-track system for construction projects,and makes an in-depth investigation on some enterprises.Based on first-hand investigation data,the authors summarized the implementation status of electronic records single-track system for construction projects in China and found that the project implementation of the electronic records single-track system has certain implementation of the basic and realistic needs.However,there are still some deficiencies in concept,institution,management methods,system functions,institutional and personnel settings,capital investment and so on.In view of these problems,it is necessary to transform the four dimensions,including concept,standard system,management mode and technology.
