摘要
改革开放以来中国经济社会的本质性变化引发了事业单位的根本变革。以市场化为核心路径,中国事业单位改革取得了宏观、中观和微观三重意义上的成果。宏观成果是指通过分类改革,庞杂僵化的传统事业单位系统被拆散,结构合理的事业单位组织群落逐渐被建成。中观成果是指“直接的完全市场化”和“间接的部分被市场化”加速了事业单位的自立化进程,事业单位逐渐成为拥有相对独立的主体地位和财政基础的事业单位法人。微观成果是指伴随着工资制度改革和人事制度改革的展开,市场性要素嵌入事业单位的运行机制并逐渐转化为激励事业单位组织成员积极行动的结构性法则。同时,中国事业单位改革依然面临着市场化逻辑的适用范围、制度设计的整合性以及组织准则的内化等问题。
China’s public institutions under the market economy background have been experienced substantial changes because of phenomenal transitions in economic and social situation.Institution reform has achieved results at macro,meso,and micro levels.At the macro-level,the traditional multifarious,disorderly,and ossified public institution system was broken through classification reform and restructured to form well-balanced organizational populations.On the middle level,direct and indirect marketization have advanced the process of public sectors to transform into efficient institutional corporations with relative self-governance and financial independence.The achievement at the micro level was through personnel system reform.Market factors have been integrated into the operating mechanism to promote positive organizational culture and motivate employees’performance.However,problems still remain in the process of public institutions’reform,such as defining the applicable area of“marketization”strategy,designing an integrated supporting system,and developing internalization values within an organization.
