摘要
京津冀地区合作历程是以京津经济关系变迁为主导的过程,谱写新时期“京津双城记”是京津冀协同发展的重要内容之一。梳理京津冀区域合作中京津分工合作格局及其发展战略的变迁,认识京津冀协同发展战略中京津经济合作的新环境,提出构筑外向发力,变双中心为京津雄三足支撑;积极构建“服务北京和雄安,智造天津”的新格局;加强知识创新与技术创新过程的分解与融合,实现京雄知识创新与天津技术创新环节和创新领域错位竞争;同心构筑区际骨干产业链,推进京津冀经济高质量发展战略。建议通过积极推进要素市场化一体化进程,培育壮大市场主体,推动企业以市场为基础密织跨区域区际经济联系网络,让企业成为京津经济合作的主体和推动者。
The process of cooperation in the Beijing-Tianjin-Hebei Region is dominated by the vicissitude of economic relations between Beijing and Tianjin.Writing“A Tale of Two Cities of Beijing and Tianjin”is an important part of the coordinated development of Beijing,Tianjin,and Hebei.It requires sorting out the changes of division of labor and cooperation structure and development strategy between Beijing and Tianjin in the Beijing-Tianjin-Hebei regional cooperation,understanding the new environment of economic cooperation between Beijing and Tianjin in the coordinated development strategy of Beijing,Tianjin and Hebei,proposing the construction of external power,transforming two centers into Beijing-Tianjin-Xiongan tripod support.It requires building a new pattern of actively“providing service to Beijing and Xiongan,while intelligentizing Tianjin”.It requires strengthening the decomposition and integration of knowledge innovation and technology innovation process,to realize the dislocation competition between Tianjin-Xiongan knowledge innovation and Tianjin technology innovation link and innovation field.It also requires building an inter-regional backbone industrial chain together.It is suggested that the enterprises should be the main body and promoter of the economic cooperation between Beijing and Tianjin by actively promoting the market-oriented integration process of factors,cultivating and strengthening market subjects,promoting enterprises to closely knit trans-regional and inter-regional economic network based on the market.
