摘要
结合前期对德国、英国和葡萄牙电力市场实地调研的情况,梳理了德国、英国和葡萄牙电力市场建设过程的一些重要举措,比如可再生能源支持政策、购电协议、碳价支持计划、智能电网等。结合我国国情和电力行业发展实际,提出了建立“竞争+规制”市场模式、设置多层次灵活机制,用市场化手段推动可再生能源发展等建议。
Based on the previous field research on the electricity markets in Germany,United Kingdom and Portugal,this paper clarifies the reform measures and implementation,including RES Support Schemes,PPA,Carbon Price Support Scheme,Smart Grid.Combined with China’s national conditions and the actual development of electric power industry,this paper puts forward some suggestions,such as establish a"competition+regulation"market model,set up a multi-level flexible mechanism,and use market-oriented means to promote the development of renewable energy.
