The Allocation and Division Model of Funds for Discipline Construction Under the Background of"Double First-class"Initiative——An Empirical Study Based on the Data of University A from 2016 to 2020

摘要 本研究以综合性研究型大学——A大学作为案例,对2016—2020年间A大学学科建设经费的配置和支出情况进行分析。研究发现,不同学科领域和学科评估结果的院系在年均学科建设经费和经费支出占比方面存在显著差异。在学校层面,规模较大和学科发展水平较高的院系,年均学科建设经费显著较多。在院系层面,学科建设经费支出策略可分为扶持引导型、整体提升型、基本运行型和起步兜底型4种类型。研究建议对常规运转和重点专项进行分类支持,并依据学科的不同特点,形成差异化的经费配置与管理模式。 This research takes University A,a comprehensive research university as a case,to analyze its allocation model of funds for first-class discipline construction during 2016-2020.The research found that there are significant differences in the average annual funds and the proportion of funding expenditures among faculties and departments.At the university level,departments with larger scales and higher levels of discipline development have significantly higher average annual funds.At the department level,there are 4 division strategies of funds:support and guidance,overall improvement,basic operation and support start-ups.The research puts forward practical suggestions for improving the funds efficiency:classify support paths for routines and key development discipline,and form a differentiated funding allocation and management model according to the different characteristics of the discipline.
