摘要
[目的/意义]及时掌握美国高校科技外交智库的内涵、特征、功能与路径等,对中国高校特色新型智库的建设具有一定的启发与借鉴意义。[方法/过程]本文运用文献研究、案例研究等方法,概括“科技”“外交”“高校”“智库”的研究现状与发展趋势,选取普渡技术外交中心作为研究对象,剖析其围绕“技术外交”的组织框架、资金来源、管理团队、产品与活动等。[结果/结论]研究结果发现,普渡技术外交中心具有依附党派的政治外交、立足高校的技术优势、促进流通的旋转性、挑战导向的创新性等特征,对中国高校特色新型智库建设带来4个方面的启示。
[Purpose/significance]The purpose is to timely grasp the connotation,characteristics,functions and paths of the first science and technology Diplomacy think tank in American university,which has certain inspiration and reference significance for the construction of new types of think tank with Chinese University Characteristics.[Method/process]Using the methods of literature research and case study,this paper summarizes the research status and development trend of “science and technology” “diplomacy” “university” and “think tank”,selects Center for Tech Diplomacy at Purdue as the research object,and analyzes its organizational framework,capital source,management team,products and activities around “technology diplomacy”.[Result/conclusion]It is found that CTDP has the characteristics of political diplomacy dependence on parties,university highlighting technical advantages,revolving door to promote circulation,challenging oriented innovation and so on.CTDP gives enlightenment to the construction of new types of think tank with Chinese University Characteristics in four aspects.
