摘要
无人机技术随着科技的迅猛发展也迎来了跨越式发展,并迅速普及到各行各业,同时也给恐怖分子提供新型的“作案工具”,给人民群众的生命财产安全带来了新的隐患。目前我国无人机管控主要存在的问题有法律制度不完备、监督体系不完善、违规行为发现难、处罚力度欠缺和重点单位反恐防恐意识淡薄等方面。应从法律规章建设、落实规章制度、提高防范意识和技术防控等四个角度同时开展防控工作,避免国家和人民的生命财产遭受损失。
With the rapid development of science and technology,drone technology has ushered in leap-forward development and has rapidly spread to all walks of life.Scientific and technological achievements bring about the convenience and also provide terrorists with new"tools for crimes",which endanger the safety of the lives and property of the masses.At present,the main problems of UAV Control in China include incomplete legal system,imperfect supervision system,difficulty in finding violations,lack of punishment and weak prevention awareness of key units.Therefore,to avoid the loss of life and property of the state and the people,the prevention and control should be carried out simultaneously from four perspectives:the construction of laws and regulations,the implementation of rules and regulations,the improved prevention awareness and the better technical prevention and control.
