摘要
在构建新发展格局的背景下,数字经济成为把握新一轮科技革命和产业变革机遇的战略选择,是推动经济绿色发展,实现双碳目标的重要引擎。通过建立两部门框架下数字经济发展多渠道影响碳生产率的理论模型,揭示了数字经济发展对碳生产率提升的内在机理。采用全局主成分分析法从数字基础设施建设、数字经济普及程度、数字信息资源、数字经济商务化四个维度构建省级数字经济发展水平评价体系。基于2008—2019年省级面板数据,运用固定效应模型研究数字经济发展对碳生产率的影响效应,采用中介效应模型分析数字经济发展对碳生产率提高的影响机制,并通过空间面板模型考察了数字经济的空间溢出效应。研究结果表明:数字经济发展有助于提升碳生产率,在利用滞后一期数字经济发展水平的解释变量替换及“宽带中国”战略前后进行区分时间段回归等稳健性检验后仍然成立。数字经济发展的影响效应呈现区域异质性特征,对中西部地区的碳生产率提升作用大于东部地区;数字经济通过推动区域技术创新与优化产业结构两条传导渠道进而对碳生产率产生影响,间接效应分别为0.0716和0.4473,中介效应占比分别为5.94%和42.13%;数字经济发展对碳生产率变化存在空间溢出效应,在中西部地区呈现显著的正向空间溢出效应,但在东部地区和全国范围来看并未发挥正向外部效应。因此,中国政府应继续推动数字经济发展战略,加强对数字经济发展的政策引导和扶持,优化相关制度的顶层设计,采取动态化、差异化发展策略,为经济的绿色发展赋能,实现数字化和低碳化的共同发展。
In the context of building a new development pattern,digital economy has become a strategic choice to grasp the opportunities of a new round of scientific and technological revolution and industrial reform,and an important engine to promote green and low-carbon economic development and achieve the dual carbon goal.By constructing a theoretical model of the multi-channel impact of digital economy development on carbon productivity under the two sector framework,the internal mechanism of the development of the digital economy on the improvement of carbon productivity is revealed.And using the overall principal component analysis method,this paper builds the provincial digital economy development level evaluation system from the four dimensions of digital infrastructure construction,digital economy popularization,digital information resources and digital economy commercialization.Then based on the provincial panel data from 2008 to 2019,the panel fixed effect model is used to study the direct effect of the development of digital economy on the improvement of carbon productivity,and the intermediary effect model is used to analyze the impact mechanism of the development of digital economy on the carbon productivity improvement,and then the spatial spillover effect of digital economy is investigated through the spatial panel model.The results show that:(1)Digital economy development helps improve carbon productivity,and remains true after robustness tests such as using the lagging level of digital economy development to replace the regression of explanatory variable and differentiating time periods before and after the“Broadband China”strategy to regress separately.However,the impact effect of the digital economy shows the characteristics of regional heterogeneity,and the improvement effect on carbon productivity in the central and western regions is greater than that in the eastern region.(2)The digital economy has an indirect impact on the improvement of regional carbon productivity through two transmission channels,the promotion of regional technological innovation and the optimization of industrial structure.The indirect effect of regional technological innovation is 0.0716,and the mediating effect accounted for 5.94%.The indirect effect of the optimization of industrial structure is 0.4473 and the mediating effect accounted for 42.13%.(3)Digital economy has a spatial spillover effect on the improvement of carbon productivity,showing a significant positive spatial spillover effect in the central and western regions,but it has not played a positive external effect on the improvement of carbon productivity in adjacent regions in the eastern region and the whole country.Therefore,the Chinese government should continue to promote the digital economy strategy,strengthen the guidance and support of the development of the digital economy,optimize the top-level design of the digital economy system,adopt dynamic and differentiated development strategies in order to empower the green economic development and realize the common development of digitization and low-carbon.
