摘要
基于生态福利绩效理论,将民生福祉绩效分解成生态经济效率和生态福利效率,利用Super-NEBM模型,估算了2014—2018年各省生态文明建设的民生福祉绩效。结果表明:全国6个省市的民生福祉绩效连续实现DEA有效,17个省市的民生福祉绩效一直小于1,其中北京和西藏的效率值位居前列,山东和江苏省垫底。生态经济效率实现DEA有效的省市由7个增加到9个,且生态经济效率较低地区呈现区域性特征,西北地区效率值最低,西南地区次之。生态福利效率实现DEA有效的省市保持在6个左右,内蒙古和宁夏等省的效率值持续居低位,东部沿海省的效率值也处于较低水平。
This paper decomposes the performance of the people′s livelihood and well-being into ecological economic efficiency and ecological welfare efficiency according to the theory of the ecological well-being performance,and uses the Super-NEBM model to estimate the performance of people′s livelihood and well-being from 2014 to 2018.The results show that the people′s livelihood and well-being performance of 6 provinces continuously achieve DEA effectiveness,those of 17 provinces have been less than 1,Beijing Municipality and Tibet Autonomous Region are at the forefront,and Shandong and Jiangsu Province are at the bottom.The number of provinces with effective DEA in ecological economic efficiency increases from 7 to 9.The provinces with low efficiency show regional characteristics,the efficiency of Northwest China was the lowest,followed by Southwest China.There are around 6 provinces with effective DEA in ecological welfare efficiency.The provinces with the lowest efficiency include Inner Mongolia and Ningxia Autonomous Region,and eastern coastal provinces are basically at a lower efficiency.
