城市地下空间一体化发展的内涵、路径及建议 被引量:27

Connotation, Path and Suggestion of Integrated Development of Urban Underground Space

摘要 城市地下空间是拓展城市发展空间、解决城市病、促进城市韧性及可持续发展的重要载体。笔者阐述了“全功能、全要素、全过程、全深度”的城市地下空间一体化开发内涵,深入剖析了我国城市地下空间开发利用的现状及问题,认为存在治理体系还需完善、规划引领作用还需加强、综合利用还需持续推动的问题,指明了以轨道交通、综合管廊为触媒的城市地下空间一体化、协同融合开发路径。最后,提出了全面开展地下空间综合地质调查、加速推进地下空间治理体系建设、尽快构建地下空间协同规划体系、加快构建地下空间科技创新体系的地下空间开发利用一体化发展建议。 Urban underground space is an important way to expand urban development space, solve urban diseases, promote urban resilience and sustainable development. The connotation of the integrated development of urban underground space of "full functions, full elements, full process, and full depth" is expounded, and the current status and problems of urban underground space development and utilization in China is deeply analyzed. There are problems that the governance system needs to be improved, the leading role of planning needs to be strengthened, and comprehensive utilization needs to be continuously promoted. The development path of urban underground space integration and coordinated integration using rail transit and utility tunnel as catalysts has been pointed out. Suggestions for the integrated development of underground space development and utilization are proposed for comprehensively carrying out comprehensive geological survey of underground space, accelerating the construction of underground space governance system, constructing underground space collaborative planning system as soon as possible, and accelerating the construction of underground space scientific and technological innovation system.
