摘要
中国已进入乡村振兴与国土空间规划全面推进的阶段,产业作为农民就近就地实现增收的主要途径,既是激发农村土地多种功能价值的重要媒介,也是指导村庄未来发展的重要抓手。全域土地综合整治是村庄发展的基础支撑,当前国内对于全域土地综合整治与产业振兴两者之间的关联性研究较少,迫切需要探索国土空间规划背景下,全域土地综合整治与实现村庄产业振兴之间的关系。该研究在分析全域土地综合整治的内涵、范围以及思路的基础上,总结了我国全域土地综合整治的发展历程和以“基础农田建设—数量挖潜探索—重质保量提升—三生全面发展”不同阶段政策支持重点,并厘清了全域土地综合整治措施与产业振兴目标之间的联系机制,即通过“农用地整治、建设用地整理、生态保护与修复、历史文化保护与传承”的全域土地综合整治措施实现“农业规模产出、产业潜力释放、生态效益转化、文化经济多元”的产业振兴目标。在此基础上,以甘肃省显胜乡蒲河村为研究对象,提出“以塑造产业特色为统领—优化空间布局为核心—强化生态修复为策略—增进文化产业化为补充”的村庄产业振兴具体发展路径。以期对中国同类村庄的产业发展建设提供一定的参考。
China has entered the period of rural revitalization and national land space planning.While rural industry is not only an important factor for farmers′life,but also a key medium to stimulate the values of rural land under the comprehensive land consolidation.Nowadays,existing studies on the relationship between the comprehensive land consolidation and rural industry revitalization are still unclear.It is necessary to explore how the rural industry promote villages′over all development with the guidance of comprehensive land consolidation under the national land space planning.This study relies on qualitative analysis.On the basis of analyzing the connotation of comprehensive land consolidation,this study summarizes the development process of Chinese overall land consolidation policies and the key points among different developing periods,including"basic farmland construction-quantity and potential land exploration-emphasis on quality and quantity improvement-comprehensive development of the three spaces".Then the authors discuss the working mechanism between the comprehensive land consolidation and rural industry revitalization,which is"agricultural land consolidation,construction land consolidation,ecological protection and restoration,historical and cultural protection and inheritance".Based on the above analysis,the authors further examine the rural industrial revitalization goal,including"agricultural scale output,industrial potential releasing,ecological benefits transformation,and cultural and economic diversification".In addition,the authors take Puhe Village,Gansu Province in China as a study case,and propose the specific industrial revitalization pathes to this village,which is"shaping industrial characteristics as the guide-optimizing spatial layout as the core-strengthening ecological restoration as the strategy-enhancing cultural industrialization as the supplement".Our study can provide reference to rural industry development for other rural villages in China.
