摘要
在我国加速推进教育现代化的进程中,终身学习已从教育理念上升为国家战略。加快构建服务全民终身学习的教育体系,首先要正确认识终身学习的新时代内涵,厘清终身学习的价值体系,方能科学制定实施方案。就其内涵演变来看,终身学习已从最初作为保障人类生存的教育服务方式,拓展为促进组织效能提升的组织管理方式和推动人类可持续发展的社会治理模式。这也使得终身学习价值日益丰富,发展为在个体层面满足生存和幸福需要、在组织层面激发创新能力、在社会层面实现可持续发展的价值体系。为确保终身学习价值实现,应从构建支撑终身学习的坚实法律基础、协同供给体系、灵活学习制度、完善质量保证着手,建立健全全社会共同参与的终身学习制度体系。当前,我国终身学习实践还面临价值认知片面、思维理念守旧、着力点错位等现实问题,还需以制度体系建设为抓手,通过教育理念、教学模式、供给方式变革推进终身学习战略和教育现代化。
In the acceleration of the education modernization in China,lifelong learning has been raised from an educational concept to a national strategy.It is an important precondition to understand the connotation of the lifelong learning for building lifelong education system.In fact,the connotation of lifelong learning has been expanded from the way of education service for individual survival at the very beginning to the mode of organizational management to promote organizational efficiency and the mode of social governance to advance the sustainable development of human.Therefore,the value of lifelong learning has developed into a value system composed of individual value,organizational value and social value.In order to realize the value of lifelong learning in the new era,a lifelong learning system with all participation should be established by building up the solid law foundation,collaborative supply system,flexible credit system and quality assurance system.At present,some problems still exist in the practice of life learning,such as the misunderstanding of connotation,old philosophy,and wrong focuses.In this case,the lifelong learning strategy and the modernization of education should be promoted by reforming new educational philosophy,teaching and learning model,and supply model,with a focus on building new educational system.
