摘要
为预防青年科技人才在创新活力过程中的风险,不断完善青年科技人才创新活力管理预警机制,结合目前中国青年科技人才创新活力预警机制的现状分析,全面归纳面向2035年中国青年科技人才创新活力风险预警机制的含义和特点。指出中国青年科技人才创新活力风险预警存在的问题。针对青年科技人才创新活力防范意识不足、风险预警管理责任划分不明确、风险判断和评估机制不健全,提出通过对创新活力预警机制的主体框架与运行模型的分析来构建创新预警机制。
In order to prevent the risks of young scientific and technological talents in the process of innovation vitality,continue to improve the management and early warning mechanism of young scientific and technological talents’innovation vitality,Based on the analysis of the current situation of the early warning mechanism for the innovation vitality of young scientific and technological talents in China,the meaning and characteristics of the risk early warning mechanism for the innovation vitality of young scientific and technological talents in China in 2035 is summarized problems encountered in the risk early warning of the innovation vitality of young scientific and technological talents in China are pointed out.Aiming at the division of risk early warning management responsibilities is not clear,and the risk judgment and evaluation mechanism is not perfect.It is proposed to construct the innovation early warning mechanism through the analysis of the main framework and operation model of the innovation vitality early warning mechanism.
