摘要
自然资源领域是推动生态产品价值实现的主要阵地。当前生态产品价值实现面临内涵不清、家底不明、实现路径不健全、保障机制不完善等挑战。基于此,文章构建了贯穿“生产—流通—交换—消费”全过程的生态产品价值实现逻辑框架,从自然资源管理环节入手探讨了构建公共性和经营性两种生态产品价值实现路径,并提出由调查监测、产品认定、规划引导、价值评价、经营开发、保护补偿和政策保障七大机制构成的“2+N”生态产品价值实现制度设计思路。
The field of natural resources is the main position to promote the realization of the value of ecological products.At present,the realization of the value of ecological products faces challenges such as unclear connotation,unclear family background,imperfect realization path,imperfect guarantee mechanism and so on.Based on this,this paper constructs a logical framework for the value realization of ecological products throughout the whole process of"production-circulation-exchange-consumption",and discusses the value realization paths of public and operational ecological products from the link of natural resource management,then puts forward the design idea of"2+N"ecological product value realization system,which composed of seven mechanisms,,including investigation and monitoring,product identification,planning guidance,value evaluation,management and development,protection and compensation,and policy guarantee.
