摘要
城市污水系统对于城市卫生防疫、污染防治、资源利用等具有重要作用,建立科学合理的污水系统规划评价体系至关重要。综合模糊综合评价理论和层次分析法,构建污水系统规划的综合评价体系,明确污水系统规划评价的指标框架,指出污水系统规划应重点关注总体发展目标、技术评价目标、经济评价目标、资源性和环境性评价目标4个决策因素,并对应提出17项主要评价因子。根据构建的判断矩阵,对景德镇市污水系统规划开展综合评价。结果表明,污水管网布局、污水设计量、污水处理率等对景德镇污水系统规划方案综合评价结果影响较大。该方法为科学、合理、定量评价污水系统规划方案并做出决策提供了参考依据。
The urban sewage system played an important role in urban sanitation and epidemic prevention,pollution prevention and control,and resource utilization.It was important to structure a scientific and appropriate evaluation system for sewage system planning.Applying the fuzzy comprehensive evaluation theory and analytic hierarchy process,the comprehensive evaluation system of sewage system planning was constructed,the index framework of sewage system planning evaluation was clarified,and it was pointed out that sewage system planning should focus on four decision-making factors,namely,overall objective,technical evaluation,economic evaluation,resource and environmental evaluation,and 17 main evaluation factors were proposed correspondingly.According to the judgment matrix constructed,a comprehensive evaluation of the sewage system planning in Jingdezhen was carried out.Results showed that the layout of sewage network,sewage design volume and sewage treatment rate had a greater influence on the comprehensive evaluation results of the sewage system planning scheme in Jingdezhen.And this method provides a scientific reference basis for the quantitative evaluation of the comprehensive pros and cons of the sewage system planning scheme.
