数字赋能创新链提升企业科技成果转化效能的机制研究 被引量:25

摘要 围绕创新链高效贯通成环的关键瓶颈,研究数字技术赋能创新链的突破路径,并以企业为数字赋能创新链的价值实现载体,提出重塑企业价值链提升科技成果转化效能的机制。按照“社会现象提炼瓶颈问题—宏观机理寻找突破路径—微观实践主体提升效能”的研究思路,首先,基于基础研究在回应市场需求、引领产业发展时存在信息共享与匹配机制瓶颈,加速创新链“链式反应”时存在中试环节资源要素市场化配置瓶颈,实现创新经济效益提升和应用范畴扩大时存在企业前瞻性技术布局瓶颈等创新链目前遇到的瓶颈问题确定提升创新链效能的目标诉求。其次,提出利用数字技术构建围绕产业链部署创新链的科技成果转化匹配机制、提升创新链活力的数字化资源要素配置体系、支撑前瞻性技术布局的创新链群信息流通与协同创新渠道的赋能创新链突破路径。最后,以企业为数字技术赋能创新链的价值实现载体,提出企业利用数字技术挖掘价值链前向一体化、提升价值链品质、拓展价值链向后一体化,从而提升科技成果转化效能的机制。 Based on the key bottlenecks of integrating into a loop efficiently of the innovation chain,this paper studies the breakthrough paths for digital technology to empower the innovation chain,takes enterprises as the value realization carrier of digital empowerment innovation chain,and puts forward the mechanism of reshaping enterprise value chain to improve the transformation efficiency of scientific and technological achievements.According to the research idea of "refining bottlenecks in social phenomena-finding breakthrough paths in macro mechanism-improving efficiency of micro practice subjects",firstly,based on the bottleneck of information sharing and matching mechanism when basic research responds to market demand and leads industrial development,the bottleneck of market-oriented allocation of resource elements in pilot links when innovation chain accelerates the "chain reaction",and the bottleneck of enterprise forward-looking technology layout when innovation chain realizes the improvement of innovation economic benefits and the expansion of application scope,the goals and demands of improving the efficiency of the innovation chain are determined.Secondly,it is proposed to use digital technology to build enabling innovation chain breakthrough paths,including the matching mechanism for the transformation of scientific and technological achievements by deploying innovation chains around the industrial chain,the digital resource element allocation system to enhance the vitality of the innovation chain and the innovation chain group information circulation and collaborative innovation channels to support forward-looking technology layout.Finally,taking enterprises as the value realization carrier of digital technology enabled innovation chain,this paper puts forward the mechanism for enterprises to use digital technology to tap the forward integration of value chain,improve the quality of value chain and expand the backward integration of value chain,so as to improve the transformation efficiency of scientific and technological achievements.
