摘要
随着城镇化进程加快,乡村空心化加剧和村庄完整性降低已成为乡村发展的重要阻力之一,乡村发展亟须更高的地域尺度来整合日益碎片化的社会、经济和空间要素,镇域作为实施乡村振兴战略的更高层级地域单元,其重要性日益凸显。论文以空心村空间转型及生态治理为主线,辨识空心村在生态治理层面的普遍问题,基于镇域尺度提出治理空心村生态环境的六大规划响应策略,研讨了在生态保护红线范围内、村庄建设用地范围内、其他区域内三种地域空间的规划传导机制,并以恒口示范区为实证对象,提出镇域尺度乡村地域功能类型划分、生态治理模式及空间规划路径,为促进空心村在镇域尺度的精准治理和有效传导提供了实践借鉴。
With the acceleration of urbanization,the intensification of rural hollowing and the reduction of village integrity have become one of the important obstacles to rural development.Rural development urgently needs a higher regional scale to integrate the increasingly fragmented social,economic and spatial elements.As a higher-level regional unit for the implementation of rural revitalization strategy,township is becoming more and more important.Taking the spatial transformation and ecological governance of hollow village as the main line,this paper identifies the common problems of hollow village at the level of ecological governance,puts forward six planning response strategies for governing the ecological environment of hollow village based on the town scale,discusses the planning transmission mechanism of three regional spaces within the red line of ecological protection,the scope of village construction land and other regions,and takes Hengkou demonstration area as the empirical object.This paper puts forward the division of rural regional functional types,ecological governance model and spatial planning path on the town scale,which provides a practical reference for promoting the accurate governance and effective transmission of hollow villages on the town scale.
