摘要
产教融合是推动“产业”与“教育”实现跨界融通,学校与企业双主体合作育人的一种现代职业教育制度。产教融合机制建设涉及政府、院校、企业等组织层面和教师、学生、员工等个体层面的利益相关者,当前的产教融合机制无法有效平衡各利益相关者之间在体制机制及利益诉求等方面的差异。面对国家“双高计划”提出的更高要求,产教融合机制建设只有从优化政府部门职能、完善治理结构体系、健全利益保障机制、创新评价监督机制等方面着手,借力制度完善平衡好各利益相关者的利益,才能推动“产业”与“教育”之间实现深度融合,从而形成“政府推动、行业指导、学校和企业双主体”的产教融合高质量发展新格局。
The integration of production and education is a modern vocational education system that promotes cross-border integration of“industry”and“education”,and the cooperation between colleges and enterprises to cultivate students.The construction of integration mechanism of the industry and education involves stakeholders at organizational level such as the government,colleges,and enterprises,as well as those at individual level such as teachers,students,and employees.The current integration mechanism of industry and education cannot effectively balance the differences between various stakeholders in terms of institutional mechanisms and interests’demands.In view of the higher requirements put forward by the national“Double-high Plan”,the construction of the integration mechanism of production and education should only be initiated from optimizing the functions of government departments,improving the governance structure system,perfecting the interest protection mechanism,and innovating the evaluation and supervision mechanism,etc.By leveraging on the improvement of the system and balancing the interests of various stakeholders,the deep integration between“industry”and“education”can be promoted,thus shaping a new pattern of high-quality development of the integration of industry and education with“government promotion,industry guidance,and dual subjects of college and enterprises”.
