摘要
伴随着人类社会的数字化演进,全球进入政府数字化转型时代。然而,数字政府理论建构却滞后于数字政府实践发展。现有研究从不同视角探讨了数字政府的概念和形态,但仍缺乏系统理论框架以界定数字政府的内涵和外延、理解数字政府的构成要素和治理模式,更鲜有研究对我国数字政府发展水平进行系统性实证评估。本文从政府数字化转型与国家治理现代化的逻辑关系入手,从组织机构、制度体系、治理能力和治理效果四个维度构建了数字政府发展的OPCE理论框架,原创性提出了数字政府发展的评估指标体系,并综合利用定量、定性和大数据等方法评估了我国31个省级行政单位、101个大中城市数字政府的发展水平,进而探析了治理规模、经济发展、信息化程度、政府规模等因素对数字政府发展的影响机理,验证了评估体系的合理性。
Along with the digital evolution of human society,there is a global trend of government digital transformation.However,the theoretical development of digital government has lagged behind the practice.Existing studies have discussed the concept and forms of digital government from different perspectives,but there is still lack of consistent theoretical framework to define the concept of digital government,understand the elements and model of digital government.In addition,there are few studies to conduct systematic empirical evaluation on the development of digital government in China.This paper proposes the OPCE theoretical framework to understand the structure of digital government,which includes four dimensions such as organization structure,policy system,governance capacity and effectiveness.Based on OPCE framework,this paper evaluates the degree of digital government to 31 provinces and 101 cities by comprehensively using big data methods.And then we analyze the influence mechanisms of governance scale,economic development,informatization,government size on the development of digital government.
