摘要
信息化、全球化和区域一体化时代,多尺度流空间视角下的超大城市对外协同治理日益重要。文章立足整体系统思维和协同治理逻辑,面向全球、国家和区域三大尺度,整合资金、技术、人口、货物和信息五类要素流,构建涵盖产业经济、科技创新、社会文化和交通信息四大功能网络的超大城市对外协同治理研究框架,并以北京为例对多尺度流空间网络协同水平进行测度评估,在此基础上提出针对性的协同治理策略,旨在探讨客观规律与主观调控治理之间的逻辑贯通链条,更好地服务超大城市的监测和治理工作。
In the era of informatization,globalization and regional integration,the path of external collaborative governance of megacities from the perspective of multi-scale factor flow spatial network is increasingly important.Based on the overall system thinking and collaborative governance logic,and at global,national and regional scales,this paper integrates the five elements of capital,technology,population,goods and information flows,and constructs a research framework for mega-city development and governance that includes four functional networks:industrial economy,scientific and technological innovation,social culture and traffic information.Taking Beijing as an example,this paper measures and evaluates the development level of multi-scale flow spatial network,and studies and formulates targeted collaborative governance strategies,so as to explore the logical link between objective laws and subjective regulation and governance,and better serve the monitoring and governance of megacities.
