摘要
新冠肺炎是我国医疗卫生应急管理体系前所未有的压力测试。本文将2019年12月至2020年3月我国主流媒体典情作为重要社会治理资源,利用LDA主题模型分层解构应急管理过程,继而结合流向图和TOPSIS法,实现对我国医疗卫生应急管理全过程的综合评价。研究发现:(1)我国医疗卫生应急管理过程由监测与预警、应急处置与救援和事后恢复与重建三维度,及十五项关键应急管理环节构成;(2)社会各群体最为关注突发公共卫生事件的事后恢复与重建,其次分别为监测与预警和应急处置与救援;(③)事后恢复与重建维度下各环节综合评价指数要显著高于其它维度,其中“社会保障”综合评价指数最高,而“服务保障”综合评价指数相对较低;(4)监测与预警仍是我国医疗卫生应急管理的短板,社会各群体对“检疫救援”和“数据收集”环节的认可程度较低。基于系统视角和群体智慧对我国医疗卫生应急管理全过程的综合评价,为其补短板和应急管理过程优化提供了参考。
COVID-19is an unprecedented stress test of China's healthcare emergency management system.In this paper,the mainstream media public opinion from December 2019 to March 2020 is taken as an important social governance resource.Thispaper usesthe LDA theme modelto decompose the emergency management process hierarchically,and then combinethe fow graphs and the TOPSIS method to achieve a comprehensive evaluation of the entire process of China's healthcare emergency management system.The study found that:(I)The healthcare emergency management process in China consists of three dimensions of monitoring and early warning emergency response and rescue,post-event recovery and reconstruction,and 15 key emergency management processes.(2)Social groups are most concerned about the post-event recovery and reconstruction followed by monitoring and early warning and emergency response and rescue.(3)The comprehensive evaluation index of links in the dimension of post-event recovery and reconstruction is significantly higher than these in other dimensions.The comprehensive evaluation index of social security is the highest while the comprehensive evaluation index of service security is relatively low.(4)Monitoring and early warning are still the shortcomings of healthcare emergency management in China.The recognition of Quarantine and rescue and data collection by various social groups is low.Based on the system perspective and group wisdom,the comprehensive evaluation of the whole process of healthcare emergency management in China provides a reference for the improvement and optimization of the emergency management process.
