摘要
位于环渤海地区中心位置的京津冀都市圈是中国沿海三大城市群之一,是国家经济发展的重要引擎和参与国际竞争合作的先导区域。近年来,河北与京津融合、协同对接“一带一路”倡议成为众多学者关注的焦点。从生产网络视角,研究河北如何在与京津融合过程中实现与“一带一路”的对接,并在参与全球生产网络、助力“一带一路”区域生产网络构建过程中实现产业转型升级。首先,从生产网络视角考察河北在与京津协同和“一带一路”对接中产业升级的理论机制;其次,利用产业关联指标比较分析京津冀参与生产网络的现状及存在的问题;最后,提出河北融入京津助力“一带一路”区域生产网络构建,促进转型升级与打造产业转型升级试验区的具体路径与对策建议,以期为政府制定产业政策和相关企业探索转型升级路径提供理论依据和实证支持。
The Beijing-Tianjin-Hebei(Jing-Jin-Ji)metropolitan area, located in the center of the Bohai Rim region, is one of the three major city clusters in China’s coastal areas. It is recognized as an engine of national economic development and a forerunner to participate in international competition and cooperation. In recent years,Hebei’s efforts to integrate with Beijing and Tianjin as well as the province’s coordination with the Belt and Road Initiative(BRI)attract attention from scholars. From the perspective of production network, the paper is an attempt to study how Hebei aligns and coordinates with the BRI in the process of integrating with Beijing and Tianjin. Hebei is expected to achieve industrial transformation and upgrading as the province involves in the global production network and promotes the construction of the regional production network of the BRI. Firstly, the study reviews the theoretical mechanism of Hebei’s industrial upgrading as it tries to integrate with Beijing and Tianjin and participates in the BRI construction in light of production network. Secondly, by adopting the industrial correlation index, the study tries to compare and analyze the current situation and problems faced by the JingJin-Ji region in the production network. Thirdly, suggestions are put forward for Hebei to integrate with Beijing and Tianjin to help build the regional production network of the BRI, to promote the province’s transformation and upgrading and to build an industrial transformation and upgrading pilot zone. The paper is expected to provide theoretical basis and empirical supports for the government to make industrial policies and for relevant enterprises to explore paths for transformation and upgrading.
