摘要
北斗卫星导航系统是我国重要的时空基础设施,是我国向世界展示硬实力和软实力的国家名片。北斗卫星导航系统已经服务于我国的各行业,也成为服务百姓日常生活的重要公共产品,具有很高的经济与社会价值。“北斗”“北斗系统”“BeiDou”作为北斗卫星导航系统的代名词,广泛地出应用到了我国的政策文件、新闻报道和国际合作中。针对目前使用“北斗(BeiDou)”较为混乱的现实,为保护我国北斗卫星导航系统的名称专有权,建议将带单引号的汉字“‘北斗’”、北斗卫星导航系统的简称“北斗系统”及带英文单引号的拼音字母“’BeiDou’”正式作为北斗卫星导航系统的专名及商标名,并通过立法等顶层设计来保护我国北斗卫星导航系统的这几个专名。
The BeiDou satellite navigation system is an important space-time infrastructure and a national representative for China to demonstrate its hard and soft power to the world.The Beidou satellite navigation system has served various industries in China,and has also become an important public product serving people’s daily life,with high economic and social value."Beidou","Beidou System"and"BeiDou"are synonymous with the Beidou satellite navigation system,and are widely used in China’s policy documents,news reports and international cooperation.In view of the fact that the current use of"BeiDou"is rather chaotic,in order to protect the exclusive right to the name of BeiDou satellite navigation system,it is suggested that the Chinese character with single quotation marks’BeiDou’,the abbreviation of BeiDou satellite navigation system"BeiDou system",and the phonetic alphabet"’BeiDou’"with English single quotation marks are officially used as the proper name and brand name of Beidou satellite navigation system.These proper names of Beidou satellite navigation system shall be protected through legislation and other top-level designs.
