摘要
近年来,各地为培养年轻干部相继开展了许多有益的尝试和探索,公务员“传帮带”制度正是其中最具代表性、最被广泛接受的路径之一。“传帮带”是通过“老带新”的方式帮助年轻干部快速成长。但受各种因素影响,在实践中,“传帮带”制度存在认识错位、形式主义、手段缺失等问题,需引起重视并不断完善。应在坚持实践教学的基础上,不断拓展教学手段,强化缄默知识的传递,以及探索同辈指导模式、更科学合理的师徒匹配和考核评估机制等,激励引导“传帮带”工作发展并取得实效。
In recent years,many useful attempts and explorations have been carried out in various places to cultivate young cadres,and the "Passing on Experience" system for civil servants is one of the most representative and widely accepted paths. "Passing on Experience" is to help young cadres grow rapidly with the help of senior cadres.However,affected by various factors,in practice,there are some problems such as misunderstanding,formalism and lack of means in the "Passing on Experience" system,which need attention and continuous improvement.On the basis of practical teaching,efforts should be made to constantly expand teaching methods,explore peer guidance models,and strengthen the transmission of tacit knowledge.It should also explore a more scientific and reasonable matching mechanism between the senior and the junior,rewarding those achieving outstanding results,and encourage and guide the development of "Passing on Experience" system to achieve practical results.
