摘要
高速铁路的发展是重塑区域经济发展格局的核心因素之一。基于2003—2019年的面板数据,将城市是否开通高铁作为准自然实验,并在此基础上构建高铁网络,采用双重差分(DID)模型与社会网络分析方法(SNA)系统考察了高铁开通对长三角中心与外围城市经济发展差距的影响。研究结果表明,高铁开通加剧了长三角中心城市与外围城市的经济发展差距,且在多种稳健性检验下结论依然保持不变。城市规模异质性研究表明,高铁开通加剧了中小城市与中心城市的经济发展差距,对大城市影响不明显;高铁网络中拥有度数中心度越高的地区,越有利于缩小其与中心城市的经济发展差距。影响机制表明,高铁开通加速了劳动力流动进而加剧了中心城市对外围城市的极化效应,且该机制对外围小城市的影响更为明显。同时,高铁开通降低了外围小城市的投资力度,进一步拉大了其与中心城市的发展差距。进一步研究表明,多中心、网络化的高铁网络有利于缓解因高铁开通所导致的区域经济发展差距。此外,高铁开通明显扩大了距离中心城市300-400公里城市与中心城市的经济发展差距。本研究为从多中心、网络化的中心—外围视角理解高铁开通对区域经济发展差距的影响提供了新的解释,也为政府推动高铁网络化发展提供了政策启示。
The development of high-speed railway is one of the core factors in reshaping the development pattern of regional economy.Based on the panel data from 2003 to 2019 year,this paper takes the opening of high-speed railway(HSR)in cities as a quasi-natural experiment,and builds a high-speed railway network,Using the difference-to-difference(DID)model and the social network analysis method(SNA),to identify the impact of high-speed railway network on the regional economic development gap between the core city and peripheral cities of the Yangtze River Delta.The results show that firstly,the opening of high-speed railway has aggravated the economic development gap between the core city and peripheral cities in the Yangtze River Delta,and the conclusion still remains stable under a variety of robustness tests.Secondly,the heterogeneity research shows that the opening of high-speed rail has enlarged the economic development gap between small and medium-sized cities and the core city,and has no obvious impact on large cities;Cities with high degree centrality in the high-speed railway network is more capable to narrow down the economic development gap with the core one.Thirdly,the impact mechanism shows that the opening of high-speed rail expands the polarizing effect of the core city on peripheral cities by accelerating labor mobility,which is more obvious to the peripheral small cities.meanwhile,the opening of high-speed rail has reduced cities’investment,especially in small cities,which further widens the economic development gap between them and the core city.Finally,Further research shows that a polycentric and networked high-speed rail network is beneficial to alleviate the regional economic development gap caused by the opening of high-speed rail.In addition,the opening of high-speed rail has significantly widened the economic development gap the core city and peripheral cities that are away from the core city about 300-400 km.This study provides a new explanation for understanding the impact of the opening of high-speed rail on regional economic development gap from a polycentric and networked core-periphery perspective,and also provides policy implications for the government to promote the development of high-speed rail networks.
