摘要
在充分调研长沙市林业信息化建设现状的基础上,针对长沙市现有林业资源数据底数不清、资源动态监管效率不高、缺少综合移动端应用等问题,充分运用云计算、大数据、3S、“互联网+”、卫星遥感等信息化技术,提出了构建长沙市林业综合监管平台的总体设计思路。平台重点聚焦林业资源的大数据综合治理与集成共享、综合态势展示与决策分析、资源动态监管与综合执法、林长制网格化管理和综合移动端应用。通过对长沙市林业资源数据进行全面梳理和整合治理,建立了林业时空大数据体系;并在此基础上,利用月度卫星遥感、无人机等监测手段,构建“天空地”一体化监测体系,按月识别推送变化图斑。实时联动林长制网格化管理系统、综合执法系统与移动端应用,构建资源监管闭环,成功实现林业资源动态监管的自动化、流程化、精准化。实际应用表明,该平台很好地实现了林业资源高效快捷的集成共享、规范化的工作流程和动态可视化的监督管理,为提高林业资源动态监管效率提供了一种科学可行的思路,是新形势下推进林业工作迈向智慧化管理、提升林业综合治理能力的有效探索。
Based on the investigation of the current situation of forestry information construction in Changsha City, this work put forward the overall design idea of constructing forestry comprehensive supervision platform by full using of cloud computing, big data, 3 S, Internet plus, satellite remote sensing, and other information technology, aiming at the problems of unclear forestry resources base, weakness of dynamic supervision management, and lack of integrated mobile applications. The platform focused on the comprehensive management and integrated sharing of forestry resources big data, comprehensive situation display and decision analysis, dynamic supervision and comprehensive law enforcement, grid management of forest chief and comprehensive mobile terminal application. Through the comprehensive combing and integrated management of the forestry resource data, a forestry spatiotemporal big data system has been established. On this basis, an integrated "sky-air-earth" monitoring system was established to identify and push change spots monthly by means of monthly satellite remote sensing, drone, and other monitoring means. Through real time linkage forest chief grid management system, comprehensive law enforcement system, and mobile application, a closed loop of resource supervision was established, which can successfully realize the automation, streamlining, and accuracy of dynamic supervision of forestry resources. The practical application showed that the platform had well realized the efficient and rapid integration and sharing of forestry resources, standardized work-flow, dynamic and visual supervision, provided a scientific and feasible idea to improve the efficiency of dynamic supervision of forestry resources. It is an effective exploration to promote the forestry work towards intelligent management, and enhance the forestry comprehensive management ability under the new situation.
