社会资本方视角下老旧小区片区更新模式研究 被引量:5

摘要 老旧小区改造投资需要社会资本的参与,但在现行改造实践中仍鲜见社会资本。本研究认为当前老旧小区的碎片化和工程性改造特征制约了运营空间的拓展,使得社会资本参与改造投资后面临着营利和投资回收困境,成为制约社会资本参与最核心的因素。在借鉴国际城市更新实践经验的基础上,本研究设计了老旧小区改造的片区更新模式,并结合实际改造案例,采用模拟开发的方法验证了该模式可以通过改善社会资本的营利性诉求而吸引社会资本参与老旧小区改造。为实现片区更新模式的落地,本研究进一步从建立多部门协作机制、强化政府对社会资本业务转型的引导两个方面提出了改进性实施建议。 The investment in the renewal of old community requires the participation of social capital,but social capital is still rarely seen in the current renewal practice.This paper believes that the current fragmentation and engineering renewal characteristics of old community restrict the expansion of operation space,which makes social capital face the dilemma of profitability and return after participating in renewal investment,and has become the most core factor restricting social capital participation.Based on the practical experience of international urban renewal,this paper designs a integrated space renewal model for the renewal of old community.Combined with actual renewal cases,this paper adopts the method of simulation development to verify that this model can attract social capital to participate in the renewal of old community by improving the profitability of social capital.In order to realize the implementation of the integrated space renewal model,this paper further proposes improved implementation suggestions from two aspects:establishing a multi-departmental collaboration mechanism and strengthening the government’s guidance on the transformation of social capital business.
