摘要
随着国家对科研投入的增加,我国高校和研究机构的大型科学仪器数量激增,很多存量大型仪器在实际运行中存在封闭管理、单位独占、使用效率偏低等问题。在增量仪器购置中,由于跨部门协同性不足、立项论证流于形式、查重评议制度不完善,经常产生设备重复购置、科研经费浪费等问题。此外,中小企业难以承担大型科学仪器采购成本,如何充分利用共享平台,助力中小企业缩短研发周期、加快产品的转型升级、提高竞争力,也是重要的研究课题。文章针对存量设备共享、增量设备购置以及区域平台共享等普遍性问题,以江苏师范大学为例,从开放共享、多方协同、资源汇聚模式角度提出了针对性的思路和对策。
With the increase of national investment in scientific research,the number of large-scale scientific instruments in colleges and research institutions in China has surged.Many large-scale instruments in stock have problems such as closed management,unit monopoly,low use efficiency and so on.In the purchase of incremental instruments,problems such as repeated purchase of equipment and waste of scientific research funds often occur due to the lack of cross departmental collaboration,the formality of project approval and demonstration,and the imperfect review system.In addition,it is difficult for small and medium-sized enterprises to bear the purchase cost of large-scale scientific instruments.How to make full use of the sharing platform to help small and medium-sized enterprises shorten the R&D cycle,accelerate the transformation and upgrading of products,and improve competitiveness is also an important research topic.Aiming at the common problems of stock equipment sharing,incremental equipment purchase and regional platform sharing,taking Jiangsu Normal University as an example,this paper puts forward targeted ideas and countermeasures from the perspective of open sharing,multi-party collaboration and resource convergence mode.
