摘要
海洋科学数据是国家重要的战略资源,是实施“加快建设海洋强国”和“一带一路”建设的重要基础。2018年国务院印发《科学数据管理办法》,进一步加强了对数据开放共享服务水平的要求。本文采用门户网站调研、文献和政策规范分析等方法,从海洋科学数据生命周期视角对国际主流海洋科学数据平台的共享服务现状进行归纳研究。提炼出海洋科学数据共享服务的主流发展方向,并从制度、网站群、质量控制、元数据、分析挖掘、宣传交流等6个方面提出对我国海洋科学数据中心共享服务发展的启示和建议。
Marine scicotic data is an important;national stategic reou ource China's Development:into a Marine;Power"and the"Belt and Roed"iniative.In 2018,ahe Sute Council of PRC ised the;Measurecs for the Mangement f Sientific Data,which frter depened the requirements;for data sharing serice.This peper.studics and summrizes the current status of services of the mainstream marine scientific dats sharing platforms from the perspective of marine scientific data life cycle,through portals survey,literature amalysis and policy and spefification analysis.It then summarizes the mainstream developing directions of marine scientific data sharing service and pots forward suggestions on promoting data sharing service of the NMDC fom six aspects:system,website group,quality manggement,metadata,analysis and mining,as well as exchange and outreach.
