摘要
资阳、遂宁、内江三市地处成渝地区双城经济圈主轴发展带,地理位置优越,资源环境承载能力强,城镇建设与农业开发双适宜,双城经济圈的建设为其带来了重要发展机遇。文章从土地利用视角,研究了三市土地利用时空演变规律,探析了主轴城市区域发展的约束因素,提出了空间及产业发展路径。研究表明:三市市辖区建设用地面积有过度扩张倾向,与人口增长、经济增长匹配度较低;三市用地结构配置差异性较大,布局不尽合理。由于建设用地错配、产业结构和城市虹吸效应影响,主轴城市发展受到制约。结合三市实际,提出发展建议:①根据城市定位,科学合理配置土地资源;②主动承接成都、重庆两市功能疏解,立足资源禀赋,发展油气开发等特色产业;③充分发掘优质农业资源,打造成渝特色农业带;④推进综合交通基础设施建设,统筹油气管网建设,保障用地需求。
Ziyang,Suining,and Neijiang are located in the central axis development zone of the twin city economic circle in the Chengdu-Chongqing region.They have superior geographical location,strong resource environments carrying capacity,and are suitable for both urban construction and agricultural development.The construction of the twin city economic circle has brought them essential development opportunities.From the perspective of land use,the paper researches the spatial and temporal evolution of land use in the three cities,explores the constraints on the regional development of the main axis cities,and proposes the spatial and industrial development paths.The study shows that:the construction land area of the three municipalities has a tendency to overexpand,which is in a low matching degree of the population growth and economic growth;the three cities have great differences in land use structure,and the layout is also not reasonable.Due to the mismatch of construction land,industrial structure,and urban siphon effect,the development of the main axis cities is constrained.Based on the actual situation of the three cities,this paper puts forward the fellow suggestions:①Scientifically and reasonably allocating land resources according to urban orientation;②Taking the initiative to undertake functional decentralization of Chengdu and Chongqing cities,developing characteristic industries such as oil and gas development based on resource endowment;③Fully excavating high-quality agricultural resources,and building Chengdu-Chongqing characteristic agricultural belt;④Promoting the construction of comprehensive transportation infrastructure,coordinating the construction of oil and gas pipeline network,and ensuring the demand for land.
