摘要
将中国环境信息披露政策作为一项“准自然实验”,基于2003—2016年我国258个地级市面板数据,运用双重差分法考察了环境信息披露对出口技术复杂度的影响及其机制。结果显示:环境信息披露显著促进了城市出口技术复杂度的提升,且该结论在经过一系列稳健性检验后依然成立。环境信息披露主要通过倒逼地区企业技术创新、加强城市人力资本积累并促进城市产业结构升级来实现出口技术复杂度的提升,此外,环境信息披露反而会抑制地区外资流入,从而对出口技术复杂度产生消极影响。经异质性分析发现,环境信息披露对出口技术复杂度的促进作用在一般城市(非省会城市、非直辖市及非副省级城市)、内陆城市和规模较大的城市表现得更为显著。
Based on the panel data of 258 cities in China from 2003 to 2016,this paper investigated the impact and mechanism of environmental information disclosure on export technology complexity by using the difference-in-difference method.The results show that:firstly,environmental information disclosure significantly promotes the complexity of urban export technology,and this conclusion is still valid after a series of robustness tests.Secondly,environmental information disclosure mainly achieves the increase of export technology complexity by forcing regional enterprises to make technological innovation,strengthening urban human capital accumulation,and promoting urban industrial structure upgrading.In addition,environmental information disclosure can inhibit regional foreign capital inflow,thus having a negative impact on export technology complexity.Thirdly,heterogeneity analysis shows that environmental information disclosure has a more significant effect on export technology complexity in general cities(non-provincial cities,non-municipalities and non-vice-provincial cities),inland cities and larger cities.
