面向污染物通量科学核算的跨界河流生态补偿标准研究

Research on Ecological Compensation Standard for Transboundary River for Scientific Accounting of Pollutant Flux

摘要 针对当前基于污染物通量的跨界河流生态补偿标准研究中忽略不同来源污染物削减成本的差异性及污染物通量核算不合理等问题,结合现有河流污染物通量估算方法,从污染物通量和污染物削减成本核算两方面对该方法进行改进,根据简化后5种污染物年通量核算方法,选取水质污染严重的弥河流域进行实例验证。结果表明,NH_(3)-N、COD通过加权均值得到的单位削减成本分别为18364、4287元/t,安家林断面上游临朐县因NH_(3)-N超标排放需向下游青州市补偿33万元,而因未超标排放COD得到下游青州市补偿307万元;谭坊断面上游青州市NH_(3)-N和COD均未超标排放而得到下游寿光市的补偿为306万元。核算结果基本能反映区域污染的特点,金额相对合理。研究结果为弥河流域跨界河流环境管理提供技术支持,也为跨界流域污染物生态补偿标准测算的完善提供尝试与探索。 The current research on ecological compensation standard of transboundary rivers based on pollutant flux neglects the difference of pollutant reduction costs from different sources and the unreasonable accounting of pollutant flux.This paper improves the methods from both pollutant fluxes and pollutant reduction costs.According to the five simplified methods,the Mihe River Basin with serious water pollution was selected to verify the annual pollutant flux calculation.The results show that the unit reduction costs of NH_(3)-N and COD obtained through weighted average values are 18364 yuan/t and 4287 yuan/t.Linqu County,located upstream of the Anjialin section,had to pay Qingzhou City 330000 yuan in compensation for excessive discharge of NH_(3)-N,while it gets compensation of 3.07 million yuan from Qingzhou City downstream for not exceeding the standard discharge of COD.Qingzhou City,which is located in the upstream of Tanfang section,has received 3.06 million yuan of compensation from Shouguang City because NH_(3)-N and COD have not exceeded the standard discharge.The accounting results can basically reflect the characteristics of regional pollution,and the amount is relatively reasonable.The results of the study provide technical support for the environmental management of transboundary rivers in the Mihe River basin,and also provide a trial and exploration for the improvement of ecological compensation standards for pollutants in transboundary basins.
