摘要
党的十九届五中全会提出要推动基本医疗保险省级统筹。2022年《政府工作报告》中再次提及要推动基本医疗保险省级统筹,可见做实基本医疗保险市级统筹并向省级统筹推进是医保制度改革的趋势。而现阶段,大多数地区基本医保运行方面仍存在明显的差异。文章以安徽省为例,对各市基本医保存在的差异进行分析,并针对差异探寻影响因素,从而为后续的省级统筹提供方向和建议。
The fifth Plenary Session of the 19 th CPC Central Committee proposed to promote the provincial pooling of basic medical insurance.In the 2022 Government Work Report,it was mentioned again to promote the provincial pooling of basic medical insurance.It can be seen that it is the trend of the reform of medical insurance system to implement the municipal pooling of basic medical insurance and promote it to the provincial pooling.At the present stage,there are still significant differences in the operation of basic medical insurance in most regions.Therefore,this paper takes Anhui province as an example to analyze the differences in basic medical insurance among cities and explore the influencing factors for the differences,so as to provide directions and suggestions for subsequent provincial pooling.
