摘要
随着维和任务授权逐步复杂化,维和行动更多地介入到东道国国内族群或党派间冲突,维和任务区日常工作及维和警察人身安全正面临前所未有的威胁。无人机的出现为这些问题的解决提供了相对安全、有效的解决方案。从分析维和警察防暴队车载无人机应用领域出发,阐述了车载无人机应用中可能遇到的问题,并有针对性地提出解决方案:联合国应制定无人机配套政策法规、任务区车载无人机应用规范,开展无人机行动需求评估,制定无人机行动计划,开展行动后的效能评估等,为无人机的广泛应用提出了具体方案。
As the mandate of peacekeeping mission is more and more complex,peacekeepers are now deeply involved in inter-state conflict such as ethnic group or party dispute and are therefore facing an unprecedented dangerous environment.UAV(unmanned aerial vehicle)is providing safe and effective solution to it.Based on the analysis of the application field of vehicle-mounted UAV in peacekeeping police anti-riot teams,this paper expounds the possible problems encountered in the application of vehicle-mounted UAV,and puts forward targeted solutions,so as to offer China’s solutions for the formulation of UAV supporting polices and regulations by the United Nations and the wide application of vehicle-mounted UAV in mission areas.
