摘要
针对乡村旅游厕所工程中存在的重建设轻管理、监管不到位等问题,文章基于政府-民众双重监管机制和旅游企业不同维护模式,构建了地方政府、旅游企业和民众间的三方演化博弈模型,并通过现实数值实验,明晰三方主体在乡村旅游厕所长效管护中的演化稳定策略及其所需条件。研究表明:在乡村旅游厕所长效管护机制建立过程中,政府的主动监管和民众的监督均能有效调动旅游企业维护的积极性,并且双重监管的效果优于各自监管;监管成功率越高,旅游企业的行为向着积极维护的方向演化的趋势越明显;在维护总成本一定的情况下,相比于技术维护模式,人工维护模式更可能得到旅游企业的青睐;政府奖惩机制,包括对民众监督的奖励、对旅游企业消极维护的惩罚,对演化方向和速度均可以起到积极影响。
In view of the problems existing in rural tourism toilet projects,such as the emphasis on construction but neglect of management and supervision is not in place,based on the government-public dual supervision mechanism and different maintenance modes of tourism enterprises,this paper constructed a three-party evolutionary game model between local government,tourism enterprises and the public,and clarified the stability strategy of three-party in the long-term management of rural tourism toilet evolution and necessary conditions through the practical numerical experiments.The results show that in the process of establishing the long-term management and protection mechanism of rural tourism toilets,both the active supervision of the government and the supervision of the public can effectively mobilize the enthusiasm of tourism enterprises to maintain,and the effect of dual supervision is better than the respective supervision;the higher the success rate of supervision,the more obvious the trend of tourism enterprises’ behavior evolution toward the direction of active maintenance;when the total maintenance cost is constant,the manual maintenance mode is more likely to be favored by tourism enterprises than the technical maintenance mode;the government reward and punishment mechanism,including the rewards for public supervision and punishment for tourism enterprises’ negative maintenance,can have a positive influence on the direction and speed of evolution.
