摘要
作为基层政府治理工具的公益创投,在培育社会组织、发展公益人才、整合社会服务资源等方面发挥着多重治理效用。然而,在实践中,公益创投的效用受到一定因素的限制。基于对H市M街道公益创投的实证研究显示,公益创投在激活基层社会力量、培养基层社会治理人才以及创新基层社会治理机制等方面取得的成效初显,但因囿于政府的行政化主导、配套运行机制的不完善、组织内部管理松散,公益创投实践中存在着社会组织定位不清、项目与组织对接程度低、项目运作权转移等诸多问题,由此,文章提出从培育重点、监管方式、激励手段等方面着手破解其困境。
As a governance tool of local government,public welfare venture capital plays a due role in activating community vitality and innovating grass-roots governance,but the effect is still not obvious,indicating that this governance model is difficult to be widely recognized by all parties in practice.Based on this,by analyzing the practical results and difficulties of M street public welfare venture capital in H City,and analyzing the deep-seated reasons for its formation,it is found that due to the strong leadership of the government,the imperfect system and mechanism and the loose internal management of the organization,there are many problems in the practice of public welfare venture capital,such as unclear positioning of social organizations,low docking between projects and organizations,transfer of project operation rights and so on.Therefore,it puts forward the strategies to change from the aspects of cultivation focus,supervision mode and incentive means.
