从“民呼政应”走向“未呼先应”——基于“接诉即办”实践样态及其优化转型的探讨 被引量:11

From“Government Responding after Citizens Calling”to“Responding before Calling”:Based on the Discussion on“Responding Petitions at Once”Practice Modle and Its Optimized Transformation

摘要 “民呼政应”是当前政民互动实践中的理想方式,主要指公民高程度参与、政府高程度回应有机结合的状态。“接诉即办”的北京模式是“民呼政应”的典型实践样态。高位推动下多维施压和赋权增能互嵌共生构成理解“民呼政应”缘何可能的分析框架。多维施压源自于市民反馈、上级点评、同级竞赛,赋权增能由“吹哨报到”与“社区动员”机制促成。但“民呼政应”仅是当前实践中的理想方式,并非完美无缺,其实践样态“接诉即办”还存在着行动滞后、充斥大量无理诉求、治理效能与资源投入不相匹配等问题。未来,应当致力于探寻从“民呼政应”到“未呼先应”的超越之道,构建“未诉先办”的新型实践样态,实现“接诉即办”的优化转型。 “Government responding after citizens calling”is an ideal model of government-citizens interaction in the current practice.It refers to the organic combination of a high degree of citizen participation and a high degree of government response.The Beijing model of“Responding Petitions at Once”is a good practice of“government responding after citizens calling”.The symbiosis between multidimensional pressure and empowerment under high driving form an analytical framework to understand why“government responding after citizens calling”is possible.Multidimensional pressure comes from civic feedback,superiors’comments and Peer’s competition.Empowerment is facilitated by mechanisms of“Whistle and Report”and“community mobilization”.However,“government responding after citizens calling”is only an ideal way in current practice,and it is not perfect.There are still some problems in its practice modle——“Responding Petitions at Once”,such as lagging action,filling a large number of unreasonable demands,and the mismatching between governance efficiency and resource input.In the future,we should devote ourselves to exploring the way to surpass from“government responding after citizens calling”to“responding before calling”,constructing a new practice modle—“handling before appealing”,and realizing the optimized transformation of“Responding Petitions at Once”.
