摘要
地区性的农村实用人才发展水平评价需要综合衡量多种要素,不同地区的农村实用人才总体发展水平差异性不大,但不同要素之间的发展水平存在明显差异。构建了一套科学的农村实用人才评价指标体系,可用于了解各地区农村实用人才的发展状况和水平,为我国各地区间农村实用人才的发展水平评估提供方法支持。为了避免传统层次分析法(AHP)中指标权重过于主观的问题,采用最好最坏方法(BWM)和变异系数法构建主客观相结合的组合指标权重模型,并利用基于混合指标信息的PROMETHEE方法对评价对象进行排序,以获得更加科学有效的农村实用人才发展水平评估结果。最后,利用所提方法对实际案例进行应用研究,并给出相关分析和建议,提出相应的农村实用人才培养和引进政策,从而推动乡村人才振兴建设的发展。
The regional evaluation of the development level of rural practical talents requires a comprehensive measurement including various elements.The overall development level of rural practical talents in different regions is not very different,but there are obvious differences in the development levels between different elements.This paper constructs a scientific index system for evaluating rural practical talents,which can be used to understand the development status and level of rural practical talents in each region and provide methodological support for evaluating the development level of rural practical talents among regions in China.In order to avoid the shortcomings of the traditional analytic hierarchy process(AHP) method in which the index weights are too subjective,this paper uses the best-worst method(BWM) and the coefficient of variation method to construct a combined subjective and objective index weight model,and uses the PROMETHEE method based on hybrid index information to rank the evaluation objects in order to obtain a more scientific and effective assessment result of the development level of rural practical talents.Finally,the proposed method is used to conduct application research on actual cases and obtain relevant analysis and suggestions,and then corresponding policies for the cultivation and introduction of rural practical talents are proposed so as to promote the development of rural talent revitalization construction.
