摘要
文章基于科学计量智慧,结合科学评价的定义提出内涵更丰富、内容更具体的科学评价素养,阐释两者关系、科学评价素养构成要素和层次结构、科学评价素养教育的意义和实施主体。科学评价素养是公民基本素养,由评价意识、评价知识、评价能力和评价伦理构成,是科学计量智慧的拓展。科学评价素养教育实施主体包括高校、图书馆、行业协会等,开展科学评价素养教育既有助于个人、组织和社会的发展,也有助于我国创新驱动发展战略、科教兴国战略的实施。
Based on the "metric-wiseness" proposed by Rousseau and the definition of scientific evaluation,this paper proposes the concept of scientific-evaluation literacy with richer and more specific content,and discusses the relationship between scientific-evaluation literacy and metric-wiseness, the constituent elements and hierarchy of scientific-evaluation literacy, as well as the significance and practicing entities of scientificevaluation literacy education. Scientific-evaluation literacy, a basic literacy that all citizens should have,involves the awareness,knowledge,competencies and ethics about evaluation,expanding and deepening the metric-wiseness. The practicing entities of scientific-evaluation literacy education include universities,libraries, industry associations, etc. Scientific evaluation literacy education contributes to personal,organizational and social development, as well as the implementation of strategies for innovation-driven development and invigorating China through science and education.
