县域视角下乡村振兴的理论框架及行动方略 被引量:24

摘要 县是一个具有悠久历史、浓厚中国特色和特定含义的社会治理单元。以县为研究对象、基本单元和方法,是观察中国社会总体性问题的一个新视角。全面推进乡村振兴战略,“县域”是关键环节。在梳理县域空间、县域行政、县域经济等议题的基础上,分析了县域乡村振兴存在的创新思维缺乏、规划编制失焦、城乡资源失配、治理能力不足等痛点和难点,从理念引领、编制规划、产业兴旺、基础设施和农业农村现代化等维度,提出了一个具有本土特色的可操作的行动方略,对于促进乡村振兴战略在县域层面的高质量实施,推进城乡融合发展,构建新型城乡关系,具有重要的理论价值与现实意义。 County is a unit of social governance with long history, strong Chinese characteristics and specific meanings.In view of the importance of counties, taking counties as the object, basic unit and method of study is a new perspective to observe the generality of Chinese society.To comprehensively promote the strategy of rural revitalization, “county” is the key.On the basis of sorting out the topics of county space, county administration and county economy, this paper analyzes the pain points and difficulties of county rural revitalization such as lack of innovative thinking, unfocused planning preparation, mismatch of urban and rural resources and insufficient governance capacity, and proposes an operable action strategy with local characteristics in the dimensions of conceptual leadership, preparation planning, industrial prosperity, infrastructure and agricultural and rural modernization, which has important theoretical value and practical significance for promoting the high-quality implementation of rural revitalization strategy at the county level, advancing the integrated development of urban and rural areas and building a new type of urban-rural relationship.
