我国地方教育治理创新如何发生——基于C市案例的扎根研究 被引量:5

摘要 应对教育治理现代化的宏大命题需要有地方的视角和切近的观察,C市的本土实践为分析教育治理创新提供了范本。借助扎根理论分析发现,地方教育发展困境、上级政策引导、地方教育资源整合、政府管理体制变革与多元共治实施成效等核心范畴,是解释当前地方教育治理创新路径的关键要素。其中,突破地方教育发展困境是创新的最根本动力,上级政策引导为地方的创新决策提供主要依据,地方教育资源整合构成治理创新的基础保障。在三者的相互作用下,政府管理体制变革作为指导治理实践的关键举措应运而生,并由此带来多元共治实施成效,完成了地方教育治理创新从无到有的过程;而创新所带来的新问题也将持续考验地方教育治理能力,推动着地方教育治理创新的持续改进。 The grand proposition of educational governance modernization requires a local perspective and close observation.The local practice of C city provides a model for the analysis of educational governance innovation.With an analysis based on the Grounded Theory,it is found that higherlevel policy induction,local education resource integration,government management system reform and the implementation of multiple co-governance are the key elements to explain the current process of local education governance innovation.Among them,breaking through the predicament of local education development is the most fundamental driving force for innovation.Policy induction provides the main basis for local innovation decision-making,and the integration of local educational resources constitutes the basic guarantee for governance innovation.The key measures to guide governance practice came into being,which brought about the effectiveness of multi-governance implementation,and completed the process of local education governance innovation from scratch,and the new problems brought by innovation will continue to test local education governance,the ability to promote the continuous improvement of innovation and even the occurrence of a new round of innovation.
