亚洲协会全球素养教育:目标、实践与启示 被引量:2

摘要 在国际竞争与合作日益密切的全球化时代,开展全球素养教育是持续提升个体与国家国际竞争力的重要基础,更是世界各国协力应对全球挑战的必然要求。作为全球素养概念构建与实践开展的重要推手,亚洲协会推动了“以教学为基础”的全球素养教育实践:以程序性目标为引领,培养学生探索世界、分辨视角、交流观点、采取行动四个维度的全球素养;从话题选择、目标设定、方式选择与评价四个环节引导教师教学活动;实施过程中,从建设学校文化、打造教师专业共同体、对接社会资源三个层面保障全球素养教育活动。亚洲协会全球素养教育具有详细的实践标准,重视公平价值,为开展全球素养教育活动提供了有益指导,但其也存在操作难度较高、缺失重要主体责任、忽视条件公平等不足。结合我国教育发展现状与需求,开展本土化的全球素养教育需明确各主体责任,兼顾卓越与公平的培养目标,并全力解决好师资培养与专业发展问题。 In the era of globalization with increasingly severe international competition and cooperation,global competence education is not only an important basis for continuously improving the international competitiveness from both individual and country level,but also an inevitable requirement for countries to work together to overcome global challenges.As an important promoter of the concept as well as practice of global competence,the Asia Society put forward“teaching based”global competence education.Guided by the procedural goal,it cultivates students’global competence in four dimensions:investigating the world,recognizing perspectives,communicating ideas and taking action.It provides useful guidance for teachers’teaching activities from four aspects:supporting measures from school culture,teachers’professional community,and off-campus resources in the process.Global competence education of the Asia Society sets detailed practice standards,attaches importance to the value of fairness,and provide useful guidance for education activities.However,there are also some deficiencies such as operating difficulty,lack of the responsibility of governments,and neglection of resources equity.From the perspective of China’s global competence education development,we need to clarify the responsibility of all entities,give equal attention to the goal of excellence and equity,and try to solve problems of teachers’training and professional development.
