中国城市低碳发展质量评价及障碍分析 被引量:2

摘要 低碳城市建设是国家全面绿色转型的内在需求和低碳经济发展中的重要一环。通过构建“经济-社会-创新-环境-能源”的评价体系,计算全国228个地级市的低碳发展质量,依据发展质量得分将其分为高质量城市、中高质量城市、中低质量城市、低质量城市4种类型,并运用障碍度模型分析主要的障碍因子。结果表明:中国城市低碳发展质量大体符合东高西低的地理特征,但西部也存在个别高质量低碳城市;经济发展、环境改善、科技创新依次是中低质量城市、中高质量城市、高质量城市发展过程中的主要特征;科技创新与社会公平是制约城市低碳发展的表达层主要障碍因素,科学研究等行业从业人员数量是指标层障碍因素。城市低碳建设应在经济建设的基础上关注环境保护与社会公平,而对于高质量城市应额外注意科技创新的重要性。 The construction of low-carbon city is the inherent demand of national comprehensive green transformation and an important part of national low-carbon economic development.Based on the cross-sectional data of 228 cities,a low-carbon city evaluation system of economy-society-innovation-environment-energy is designed,the quality of the low-carbon city development is calculated and the main obstacle factors are analyzed.The results show that the development of low-carbon cities in China is generally in line with the geographical characteristics of high in the east and low in the west,but there are also individual high-quality low-carbon cities in the west.The development of low-carbon cities has gone through three period:economic development,environmental improvement and technological innovation.Scientific and technological innovation and social equity are the obstacle factor that restrict urban low-carbon development at expression level.The number of employees in scientific research industry is the obstacle factor at the indicator level.Therefore,it is suggested that the construction of low-carbon cities should focus on environmental protection and social equity on the basis of economic construction.Additional attention should be paid to the importance of technological innovation for high-quality cities.
