可持续发展视角下耕地“非粮化”影响因素研究 被引量:4

摘要 耕地“非粮化”是继耕地“非农化”后,为保障国家粮食安全提出的又一问题,与“非农化”不同,“非粮化”不具有普遍破坏性,不适合“一刀切”式的完全禁止,更倾向于根据时代粮食需求结构变化及自然社会经济条件进行引导。研究以山西省115个县(市、区)为例,运用耕地非粮化率反映非粮化状况,借助经济社会指标折射耕地上利益相关者对“非粮化”的态度,运用常见的OLS简单最小二乘法进行多元线性回归,推断出山西省耕地“非粮化”的主要形式不仅有非粮作物种植,亦存在耕地阶段性抛荒现象,且现状“非粮化”用途对耕作层损害程度相对不高,具有政策落实的灵活性空间,并据此提出可持续发展视角下,落实耕地有偿退出制度、调整种植结构、优化产业格局、地区联动建立农机供需租赁平台等建议,优化山西省“非粮化”结构,让耕地更好地发挥其生产功能,地尽其用。 The"non-grain"of cultivated land is another problem raised to ensure national food security after the"non-agricultural"of cultivated land.Unlike the"non-agricultural",the"non-grain"is not generally destructive and is not suitable for the"one size fits all"complete prohibition.It is more inclined to guide according to the changes in grain demand structure and natural social and economic conditions of the times.Taking 115 counties(cities and districts)in Shanxi Province as an example,this study uses the non-grain rate of cultivated land to reflect the nongrain situation,refracts the attitude of stakeholders on cultivated land to"non-grain"with the help of economic and social indicators,and uses the ordinary least square(OLS)for multiple linear regression to deduce that the main forms of"non-grain"of cultivated land in Shanxi Province not only include the planting of non-grain crops,but also the phased abandonment of cultivated land.In addition,the current"non-grain"use has relatively low damage to the cultivated layer,which has the flexible space for policy implementation.Based on this,it puts forward some suggestions from the perspective of sustainable development,such as implementing the paid withdrawal system of cultivated land,adjusting the planting structure,optimizing the industrial pattern,and establishing a regional linkage supply and demand leasing platform for agricultural machinery,so as to optimize the"non-grain"structure of Shanxi Province,so as to make the cultivated land give better play to its production function and make full use of it.
