摘要
近两年来关于“畅通国内大循环”的研究存在明显的用语模糊和逻辑交错特征,对于学术探讨和实践工作都可能带来一定困扰。通过梳理该领域相关文献脉络和对“基点、起点、关键点、着力点”四个词的逻辑本意考察发现:探讨畅通国内大循环的实施路径,只有站在“双循环”整体视角的基点上,才能构筑起共同的交流平台;在社会主要矛盾已经转化的大背景下,构建“双循环”新发展格局必须要牢记共同富裕这一目标导向,并将其作为畅通国内大循环的逻辑起点;要真正把我国超大规模市场优势和内需潜力发挥出来,还需要针对生产、分配、流通、消费领域中各自存在的堵点和断点分类施策,这是畅通国内大循环的逻辑关键点;从实际工作出发,可考虑将“以创新提质量、以就业扩内需、以信用助融通、以开放促协同”作为畅通国内大循环的逻辑着力点。
In recent years, the researches on “promoting the domestic circulation of China” have obvious features of ambiguous terminology and staggered logic, which may bring some troubles to academic discussion and practical work. By literature research and investigating the logical meaning of the four phrases “basic point, starting point, key point, focus point”, we find that only from the perspective of “Dual Circulation” can we build a common communication platform to discuss the implementation path of the promotion of the domestic circulation of China. In the context of the transformation of the main social contradiction, we must bear in mind the goal orientation of common prosperity and take it as the logical starting point of unblocking the great domestic circulation of China to construct a new pattern of “Dual Circulation”development. In order to give full play to the advantages of China’s super-large market and the potential of domestic demand, it is necessary to categorize the blocking points and breakpoints in production, distribution, circulation and consumption. This is the logical key point to promote the domestic circulation of China. Proceeding from our practical work, we can consider “improving quality through innovation, boosting domestic demand through employment, promoting financial integration through credit, and promoting synergy through opening up” as the logical focus of unblocking the domestic circulation of China.
