环渤海港口节能减排效率评价研究——基于CCR-SBM和Malmquist指数模型的分析 被引量:1

摘要 完善港口节能减排长效机制,对促进交通运输绿色低碳转型意义重大。本文选取营口港、大连港、锦州港、日照港和烟台港在内的中国环渤海港口作为研究对象,构建节能减排效率评价指标体系,采用CCR-SBM和Malquist指数模型从静态和动态方面进行分析。实证结果表明:静态效率评价SBM测算出的港口效率均值小于CCR的均值,SBM模型测算出的节能减排效率比CCR测算效率评价指标具有更强的判别能力;动态效率的整体评价和具体港口评价都显示:Malmquist指数受到技术进步指数的影响较大。从整体分析可以看出:纯技术效率对港口技术效率的作用较大。具体港口评价显示:不同港口的纯技术效率和规模效率对技术效率有着不同程度的影响。基于此,应改善港口集疏运体系,增加环境科技创新投入,建立差异化节能减排政策,提升环渤海港口群竞争优势。 It is crucial to advance the green and low-carbon transformation of transportation by strengthening the long-term mechanisms for energy conservation and emission reduction in ports. This paper selects China’s Bohai Rim ports including Yingkou Port, Dalian Port, Jinzhou Port, Rizhao Port, and Yantai Port as the research objects, builds an energy saving and emission reduction index system, and uses CCR-SBM and Malquist index model to analyze from static and dynamic aspects. The empirical results show: the static efficiency evaluation reveals that the mean value of port efficiency calculated by SBM is smaller than that of CCR, and the energy saving and emission reduction efficiency calculated by the SBM model has a stronger discriminative ability than the CCR efficiency evaluation index;both the overall evaluation of dynamic efficiency and the specific port evaluation show that the Malmquist index is greatly affected by the technological progress index. It can be seen from the overall analysis that pure technical efficiency has a greater effect on port technical efficiency. The evaluation of specific ports shows that the pure technical efficiency and scale efficiency of different ports have different effects on technical efficiency. Finally, based on the empirical analysis results, suggestions are put forward to promote the efficiency of energy conservation and emission reduction in China’s Bohai Rim ports.
