摘要
我国有着丰富的海洋渔业资源,发展海洋渔业有着得天独厚的优势。作为全球海产品贸易的主要参与者,我国海洋渔业的发展对全球海产品贸易、粮食安全和海洋保护有至关重要的作用。首先,本文回顾了已有海洋渔业资源管理的相关研究。其次,梳理了1949年以来我国海洋渔业管理的实践,并重点分析了2016年以后我国海洋渔业管理政策的特征,明确了在管理中遇到的问题和未来存在的挑战:小型渔船数量众多,近海捕捞强度较大;控制因素不全面,存在隐藏的捕捞能力;缺乏科学的渔业数据,科学决策举步维艰。最后,针对具体问题,提出了促进我国海洋渔业资源恢复和可持续发展的对策建议,可为相关部门提供决策参考。
China has abundant marine fishery resources,and the development of marine fishery has unique advantages.As a major participant in global seafood trade,the development of its marine fisheries plays a vital role in global seafood trade,food security and marine protection.First of all,this article reviews the relevant research on the management of marine fishery resources;Secondly,it sorts out the practice of marine fishery management in China since 1949,and focuses on analyzing the characteristics of China’s marine fishery management policies after 2016,and clarifies the problems encountered in management problems and challenges in the future:There are a large number of small fishing boats,and the fishing intensity in offshore is relatively high;The control factors are not comprehensive,and there is hidden fishing capacity;The lack of scientific fishery data makes scientific decision-making difficult.Finally,in response to specific issues,it proposes countermeasures and suggestions to promote the recovery and sustainable development of China’s marine fishery resources,which can provide decision-making references for relevant departments.
