摘要
节水型社会建设后评价对于总结试点经验、巩固提升节水型社会建设发挥着重要作用。自江西省节水型社会建设以来,对试点地区取得的经验成效、短板问题等缺乏系统分析与总结,因此,亟需构建一套科学合理的后评价指标体系。本文结合江西省节水型社会建设实际,构建了社会经济、制度管理、用水效率以及水生态环境相互联系的节水型社会建设后评价系统。通过分析各个子系统及其影响因素,综合使用频度统计法和理论分析法,初步构建节水型社会建设后评价指标体系,再使用专家咨询法对初选指标作进一步筛选,最终确定了江西省节水型社会建设后评价指标体系,可为后续巩固提升节水型社会建设提供决策支持。
The post-evaluation of water-saving society construction plays an important role in summarizing the pilot experience and consolidating and improving the construction of water-saving society. Since the construction of water-saving society in Jiangxi Province,there has been a lack of systematic analysis and summary of the empirical results and shortcomings in the pilot areas. Therefore,it is urgent to build a scientific and reasonable post-evaluation index system.Based on the reality of water-saving society construction in Jiangxi Province,this paper constructs the post-evaluation system of water-saving society construction,which is formed by the interaction of social economy,system management,water use efficiency and water ecological environment. Through the analysis of each subsystem and its influencing factors as well as the comprehensive application of frequency statistics method and theory analysis method,the post-evaluation index system of water-saving society construction is preliminarily constructed. Then,after further selection of the primary indicators by expert consultation method,the post-evaluation index system of water-saving society construction in Jiangxi Province is finally determined,which can provide decision support for the subsequent consolidation and improvement of water-saving society construction.
