摘要
高铁作为资源流动的重要载体,在改善资源错配、促进高质量发展方面发挥着举足轻重的作用。文章从资源错配改善视角阐释了高铁开通影响高质量发展的机制路径,基于长江经济带2004—2018年108个城市面板数据,构建双重差分模型对高铁开通、资源错配与高质量发展的关系进行研究。研究表明:(1)相较而言,开通高铁城市的高质量发展水平平均提升了0.33个百分点,高铁开通总体上推动了长江经济带高质量发展,其对长江上游地区发展质量的提升作用更为显著。(2)引入分位数回归结果显示,随着城市高质量发展水平的提高,高铁开通对高质量发展的影响呈倒“N”型变化趋势;基于滞后被解释变量、安慰剂、倾向得分匹配—双重差分法、工具变量等多维度的稳健性检验,进一步证实研究结论可信。(3)进一步研究发现,高铁开通主要通过改善劳动力错配以缓解要素配置扭曲状况,进而推动高质量发展。
As an important carrier of resource flow, high-speed rail plays an important role in improving resource misallocation and promoting high-quality development. This paper explains the mechanism path of high-speed rail opening affecting high-quality development from the perspective of resource mismatch improvement. Based on the panel data of 108 cities in the Yangtze River Economic Belt from 2004 to 2018, a double difference model is constructed to study the relationship between high-speed rail opening, resource mismatch and high-quality development. The results show that:(1) In comparison, the high-quality development level of high-speed rail cities has increased by an average of 0.33 percentage points. The opening of high-speed rail has generally promoted the high-quality development of the Yangtze River Economic Belt, and the opening of high-speed rail plays a more prominent role in improving the quality of development in the upper reaches of the Yangtze River.(2) The quantile regression results show that with the improvement of urban high-quality development level, the impact of high-speed rail on high-quality development shows an inverted ’N’ trend;the multi-dimensional robustness tests based on lagged explained variables, placebos, propensity score matching-Difference-in-Difference method and instrumental variables further confirm the credibility of the research conclusions.(3) Further research has found that the opening of high-speed rail mainly relieves the distortion of factor allocation by improving labor mismatch, thereby promoting high-quality development.
