摘要
规范性引用文件是标准的必备要素,其文件清单中引用标准数量、类型影响着标准的使用。本文对381项油气行业标准规范性引用文件进行了统计分析,结合对标准使用情况的了解和跟踪,提出了油气标准中规范性引用文件存在引用标准过多、直接引用国际国外标准、多重引用等问题,并就如何确定规范性引用文件给出了加强引用文件适用性验证工作等几点建议。
Normative reference documents are essential elements of standards. The number and type of reference standards in the normative reference documents affect the use of standards. This paper makes a statistical analysis of the normative reference documents of 381 oil and gas industrial standards, and analyzes the problems in these documents based on the understanding and tracking for the use of standards. The existing problems include excessive reference to standards, direct reference to international and foreign standards, and repetitive reference. It then gives some suggestions on how to determine normative reference and how to strengthen the verification of the applicability of reference documents.
